Participatory and socially responsible heat transition in the neighborhood
The success of the heating transition depends largely on whether a future heat supply in urban residential districts is socially acceptable and CO2–neutral at the same time. In the WÄRME4ALLE project, suitable supply and refurbishment solutions are being developed in a participatory manner with the involvement of housing associations, tenants, the planning administration and other stakeholder groups in three pilot residential districts in Karlsruhe, Leipzig and Bochum.
The focus is on a multi-stage, hybrid participation process that presents solution options for discussion based on different future scenarios. The aim is to bring together the sometimes conflicting needs of tenants and the housing industry in a transparent and participatory planning process to find a solution that is ready for implementation. The results, in particular the participation methods qualified in the project, should be transferable to other neighborhoods in Germany in the future.
EPC takes on the following tasks in the project:
- Concept creation and development of the participation processes,
- implementation of the participation processes in the three pilot neighborhoods,
- documentation of the results of the participation processes and
- public relations and dissemination of project results.
